Here's the version from The Original Mother Goose Melodies (1878):

Lazy Tom, with jacket blue,
Stole his father's gouty shoe.
The worst of harm that dad can wish him
Is that his gouty shoe may fit him.

This rhyme is not in The Oxford Dictionary of Nursery Rhymes or The Annotated Mother Goose. It can be found in The Little Mother Goose (1912), illustrated by Jessie Willcox Smith, and printed in the USA, and The Original Mother Goose Melodies (1878), printed in New York. This leads me to believe that it probably originated in the United States.
