This is a choosing rhyme for choosing something or picking who's "It" in a game. FYI Choosing rhymes are more officially called counting rhymes.

I found this version below in a book called American Children's Folklore:

Inka bink,
A bottle of ink,
The cork fell out,
And you stink.
